The input and output terminals of the 74LS147 priority encoder are both active at low level, that is, when a certain input terminal is at low level 0, the four output terminals will output the corresponding 8421BCD code at low level 0, and the corresponding luminous Diodes LED1-4 will light up for indication. When the 9 inputs are all 1, the 4 outputs are all 1, representing the 8421BCD coded output of the input decimal number 0.
